Partnership milestone marked at Bath Gasworks as next planning application submitted
Representatives from B&NES Council, Homes England and the West of England Combined Authority recently joined Berkeley at Bath’s One Waterside to celebrate progress at the former Gasworks site.
The regeneration of Bath Gasworks represents a major partnership-led investment in one of the city’s largest brownfield sites now being transformed into a new neighbourhood.
One Waterside will deliver 1,064 high-quality, low-carbon homes, including 30% much-needed, affordable homes, alongside infrastructure and public realm improvements, with a new park, riverside walk, café and children’s nursery.
Construction of the 662-home first phase is well underway. A joint planning application by Berkeley and B&NES Council has been submitted for Phase 2, which will deliver a further 402 homes, including affordable housing.
The construction team is making strong progress across the riverside frontage, with three of the riverside blocks now topped out. This progress follows the completion of remediation and enabling works in April, made possible through Homes England grant funding secured by B&NES Council and Berkeley to remediate the site.
Over the coming months, work will focus on completing the riverside buildings and delivering new green spaces and public access along the River Avon, with the first residents expected to move in during 2027. The One Waterside sales suite is open daily on site.
Berkeley will also provide more than £4.5 million in planning contributions towards local infrastructure, including over £1 million for highway improvements, £700,000 for parks and green spaces, and contributions towards education and training.
Caroline Crowe, Land and Development Director at Berkeley, said,“Complex brownfield regeneration requires long-term commitment, investment and a willingness to work through challenges collaboratively. We are extremely grateful to B&NES Council, Homes England, the West of England Combined Authority and our local partners for the role they have played in helping unlock this site.
“The progress achieved at this development to date highlights what can be achieved when organisations collaborate with a shared ambition, working through challenges together and remaining focused on the long-term benefits for the community.
“The submission of the Phase 2 planning application is another important step towards completing the final piece of Bath Western Riverside and delivering much-needed homes, including affordable housing, alongside new public spaces and infrastructure.”

Councillor Matt McCabe, Cabinet Member for Built Environment, Housing and Sustainable Development, said, “This is another significant milestone in delivering one of Bath’s most important regeneration projects and the homes local people urgently need. I’d like to thank all our partners who have worked with us to unlock this complex brownfield site for development.
“Increasing the supply of affordable homes remains a key priority for the Council. The formal submission of the planning application for Phase 2 brings us a step closer to delivering our long-standing ambition for 30% affordable housing across the wider site, helping more local people access homes that meet their needs. Alongside our wider investment in affordable housing through B&NES Homes, this partnership is helping to create new homes, public spaces and infrastructure that will benefit the residents of Bath for generations to come.”
Following the recent Phase 2 submission, Berkeley will continue working with B&NES Council and its partners to achieve planning consent in Q1 2027.
